Your corporation is welcome to join as long as they accept the provisions
of the Charter.
Foreword
ISS is an organisation that primarily operates in deep space, also
called 0.0 space. Prior to joining ISS, potential member corporations
are encouraged to carefully consider whether their corporation is
ready for low-sec, 0.0 space operations and the occasional empire
war by pirates. If you are unsure of whether your corporation have
the internal ressources to meet these demands, you should probably
reconsider your ISS membership.
The political framework ISS has created which allows ISS members
to operate in various alliance-controlled 0.0 regins provide a certain
level of basic security. However, in 0.0 space you are essentially
on your own. A friendly warning: Our experience shows that without
a strong corporate organisation or spirit, newcomers to 0.0 space
become disheartened and eventually fail.
ISS will of course provide ample guidance and instructions with regards
to 0.0 travel and combat, both ingame and on our website, but in the
end, each and every member corporation is responsible for its own
survival and prosperity.

THE ISS CHARTER (5 December 2005)
All member corporations agree to the following charter.
- Open discussion of the Charter is welcomed and new versions are
updated and released incorporating improvements over time.
- Sufficient notice is given to all member corporations. However,
the current Charter is binding, and no political bickering will be
entered into.
Day-to-Day operations
- Member corporations are responsible for their own day-to-day operations,
both logistically and militarily.
- Member corporations are required to participate in the ISS Deep
Space Development Program (see below)
Combat and war
- Spaceships of ISS member corporations may only engage when:
-- The ISS alliance has set negative standings to the corporation
in question
-- An ISS pilot is targeted, are under direct threat or their assets
under threat
- During times of empire war any ISS member corporation can put their
membership on hold for up to one month without having to repay joining
fees.
- ISS Navy Task Force will assist your corporation to help resolve
siege situations of static ISS property, notably starbases and outposts.
0.0 region access terms
- All member corporations are to respect the terms under which they
gain access to 0.0 space under host alliances.
- Terms are specific to each region and are posted on the ISS forums.
- If a member corporation disregards these terms and conditions, or
overwhelming circumstantial evidence to this effect is presented,
the ISS will proceed to expel the member corporation.
It is through respect for these terms that your corporation can operate
in 0.0. The operation of the ISS depends on the strict observance
of the conditions and terms under which we operate in host territories.
Internal Communication
- At least your CEO must sign-up to the forums (see link at top of
page)
- All your corp members are strongly encouraged to sign-up to the
forums
- Forum membership is only granted to pilots who have been with your
corporation for a minimum of 30 days.
External Communication
- Only the Chairman and Executor may represent the ISS.
- No members corporation pilots have any authority or persmission
to speak on behalf of the ISS or represent the ISS in public forums
or other form of diplomacy.
Fees
- Corporations are to pay a one-time administrative joining fee of
25m ISK
- Member Corporations pay monthly memberships fees, based on corporation
size, as follows:

- Nr of pilots is the nr displayed on your corps 'show info' window.
- Membership fees are to be paid 1 month in advance.
- Fees should be transferred as a corp-to-corp transfer from the member
corporation to 'Interstellar Starbase Syndicate Operations'.
These are deliberately designed to be as small as possible, but also
exist so corporations who join show some level of commitment to the
ISS.
Anyone who can run one small Starbase can afford to join, and any
corporation who has just one medium Starbase in a sovereign system
will save the membership fee in fuel costs.
Privateer Corporations.
From time to time, specialist corporations may join ISS to bolster
the organisation when special needs arise. Such corporations specialised
in ice mining, defence, transportation etc.. Membership terms for
privateer corporations are negotiated individually and are at the
discretion of the ISS Management.
Participation in 'ISS Deep Space Development Program'
We want all our member corporations to make a clear commitment to
our vision of laying a cornerstone to a civilian society in 0.0 space,
the Deep Space Development Programme is designed to help you achieve
that.
By participation in the program, member corporations gain a basic
income from their starbase operations which solidifies their presence
in 0.0 space.
The program is managed by ISS Industry [ISSI], which is a ISS-controlled
subsidiary corporation.
The goals of the program are:
- To actively promote a financially self sustained civilian society
in 0.0 space by building starbases(POS) and outposts
- To provide member corporations with a solid financial foothold in
0.0 space
- Increase income to members by fully leveraging the advantages of
economy of scale through external marketing and sales of internally
generated products
The program only demands a fraction of your corporate resources.
Your corporation will still have plenty of time to mine valuable ore,
NPC-hunt or whatever you think is fun in 0.0 space.
Specific requirements and terms:
- All ISS member corporations must operate a minimum of one Starbase
(aka. player-owned-structure or POS) within 2 weeks of joining ISS.
- All member corporations must regularly supply or buy at least one
moon mineral related product through ISSI if required by ISSI.
- ISSI may directly instruct and direct specific member corporations
to produce certain products to satisfy the commercial viability of
the program.
- Failure to obey the instructions of ISSI in a timely manner may
result in termination of the ISS membership and privileges
FREQUENTLY ASKED QUESTIONS
1. How will my corporation benefit from 'ISS Deep Space Development
Program'?
By participating in the Program, your corporation will:
- Have ready access to the ISS Moon Scan Database
- Significantly improve your chances of commercial success. The market
for POS related products is notoriously unstable. By becoming part
of a controlled production chain the likelihood of profitability is
much higher than by operating on your own, especially if you are new
to the industry
- Access to the logistics services (blockade running, freighter runs
and strategic warehousing) of ISS Logistics at a discounted price
- In certain cases, ISSI may provide financial support to meet the
required structural investments needed to comply with the program
- Receive access to dedicated help (on topics from setup to day-to-day
operations) from our staff of Regional Coordinators
- Gain access to the ISS Fleet Command Program
2. What are the advantages/disadvantages of being temporarily
putting membership on hold during Empire wars?
The advantage of taking this option is that it allows for unhindered
supply operations in empire.
The disadvantage is it drives up Starbase fuel costs due to loss of
sovereignty bonus. It also effectively negates access to alliance
controlled 0.0 space because you will no longer fly under the ISS
flag.
3. How do I make a direct Corp-to-Corp transfer of funds?
A CEO/Director in your corporation has the roles to do this.
- Opens the Corp wallet
- Click 'Transfer Corp Funds'
- Select the corporation 'Interstellar Starbase Syndicate Operations
[ISSO]'
- Enter the Joining/Membership amount and click ok
4. My Corp are vicious PvP loving WTFBBQPWNERS, can we join?
Yes, as long as you adhere to the charter (see combat in particular),
including participation in the Deep Space Development Program. There
are always pirate corporations in 0.0 that need a good lesson from
your OMG 'My Uber weapon Critically Strikes for 1651.7 dmg' guns.
5. Does my Corp need to keep updating standings all the time to
Alliance enemies?
No. Alliance standings are set at an alliance level and maintained
by the alliance. Your corporation members will see the Friendly/NAP/Neutral/Competitor/Enemy
standings in the overview when flying, and can also lookup the alliance
standings under the neocom corporation menu.
If your Corp sets individual standings, these will override alliance
standings shown to your corp members, which is not advised.
6. What are all the membership fees spent on?
Membership fees go towards:
- Exploration (moons scans)
- Defence (Navy and Mercenaries)
- Alliance maintenance fees
- Regional Fuel Reserves
- Development Projects
7. My corporation shows 25, but about 10 are alts, can we just
pay membership fees for 1-20?
You would pay the fee for 21-50. This is to deliberately encourage
CEOs to keep only active member pilots in their corporation, to reduce
spies, sabateurs etc.
A lean corp is a healthy corp. Some great performing corps have only
3 members in them, quantity doesn't make quality.
8. My corporation is at (Empire)war, can we still join?
This is considered on a case by case basis. Depending on the nature
and initiator of the war, it may still be possible
9. So how big is the ISS alliance anyway?

the top.
10. My corp would like to join, but still have a few more questions,

11. My Corp is ready to join, where do I sign?
If you've read and agree to the charter, and feel your corp is ready
for 0.0 then please:
- Make the corp to corp transfer of your joining fee + 1st month member
fee
- Apply to the alliance.
- Message Count TaSessine to let us welcome you.
12. How do I apply to join an alliance?
This can only be done by a Corp CEO.
- Click on the 'Corporation' tab in the neocom
- Click on the 'Alliances tab'
- Click on alliance Rankings tab
- Right-click on 'Interstellar Starbase Syndicate' and click 'Apply
to Join'
